Our Team

Jay Mann, Library Director

Jay is originally from El Paso, Texas. After studying ecology he did field work for a number of years, working for nonprofits, government agencies and universities.   After getting a Master of Library and Information Science from the University of Washington he directed small libraries in New Mexico and Colorado.  He believes that libraries are one of the few places left that provides free, equal service to whoever walks through the door. When he is not at the library, he enjoys nature, hiking, bicycling, and photography. He moved to Fort Davis in Spring, 2026

Toni Case, Library Assistant 

Toni is originally from Vancouver, British Colombia, and has lived in Fort Davis since 2011.  Toni's favorite spot in the library is the circulation desk where she enjoys helping patrons and sending them off with a smile.  When she is not at the library, you can find her at home with her family, knitting, painting, or gardening.  Toni shares her love of painting with library patrons by facilitating the library's watercolor club.

Barb Scarborough, Library Assistant

Originally from Spearhead, South Dakota, Barb has lived in Fort Davis since 2011.  She is a steady presence at the library, assisting patrons with many inquiries and requests.  Among her many talents and skills, she is our go-to person for Inter-Library Loan requests.  When she is not at the library, she is either at home working in her yard or out riding her Harley.

Sandra Garza, Custodian

Without a doubt, the most important member of the library staff, Sandra keeps the library clean and well-maintained.  The library would not be the enjoyable space it is without Sandra.
